For a long time urban and rural issues were considered separately by development researches and policies. The interior migration was seen as a one-sided and permanent flow/occasion from rural areas into cities. This opinion and similar views were notably put into perspective at the international conference "Urban-rural linkages and migration: A potential for poverty alleviation in developing countries?", which took place on the 16th and 17th of September 2009 at the TU Dortmund. Many people in Africa and Asia organize their life consciously "between" urban and rural areas by the use of a combination of urban and rural sources of income, pluri-local organized households and other networks. The participants reflected strategies of planning and politics which superiorly use the potentials of urban-rural mobility and multi-localities, but at the same time consider their risks. The conference was jointly organized by the Federal Ministry for Economic Cooperation and Development (BMZ), the German Agency for Technical Cooperation (GTZ) and the Working Group Regional and Local Development (ReKomEnt).
