Kurzfassung: Strategies of regional governance for the implementation of clean energy-technologies. (Steuerungsansätze auf der regionalen Ebene für den Ausbau der Erneuerbaren Energienutzung) The thesis at hand deals with the governance of strengthening the use of clean energy technologies on the regional scale. Considering the great amount of European as well as National regulations and funding concerning the ecological modernization of the energy-supply system, the authors deduce a theoretical framework which identifies the regional scale as a suitable arena for dealing with questions concerning an efficient and harmonized deployment of clean energy technologies. In order to scrutinize specific regions and their efforts of promoting renewable energies, this thesis establishes an analytical methodology which factors in three different aspects: - current regional situation (in terms of supply with renewable energies) - relevant regional actors (according to the respective technology of transducing energy and their institutional arrangement) - regional constitution (administrative, political power within the region and its strategic approach of dealing with renewable energies) In order to estimate the current regional situation in terms of supply with renewable energies, available energy data is processed and linked with spatial information. The analytical results are transferred into a GIS and visually presented. On the one hand these processes help to choose specific case-study regions matching the goals of the research; on the other they make a sound and detailed analysis of the chosen regions possible. To classify the other two aspects, the institutional arrangement of the regional actors is examined by means of the theoretical governance perspective, while the region’s strategic approach is being looked on with the paradigm of strategic planning. To identify these two major aspects the policy instruments available and implementable for regions are categorized and used as indicators.
