Climate protection, climate adaptation and renewable energies

Climate adaptation and the establishment of spatial conditions, required for enforcing renewable energies, are subject to the most recent challenges for regions, cities and quarters. In the same way there exists a wide range of public and private parties involved, pursuing different objectives and clashing within the public administrations processes. Regarding routine administrative's work, how can urban planning contribute to better handling the consequences of climate change? In how far is comprehensive nationwide planning able to deal with claims of sectoral planning and rivalry along land use?
